One should consult the source document written in Japanese for detail. ----------------------------------------------------------------------- A report on the 1st APNIC meeting The first APNIC (Asia Pacific Network Information Center) meeting was held from 16/1 to 17/1 at the Churaronkon university located in the capital of Thailand. The temperature was around 30 degrees Celsius in the daytime, which is comparable to the summer time in Japan, but it was dry season in Thailand so that it was rather comfortable. The conference room was well air-conditioned, so that we had very good environment for our business. As this was the first time for APNIC to open its meeting independently, there was anxiety about the number of participants. However, there were 80 participants from 15 countries as follows. (1) What is APNIC APNIC is the NIC of Asia pacific regions. The present international relation of NIC is given in figure 1. IANA (Internet Assigned Numbers Authority) which is on the top is a committee member of ISOC (Internet Society), and it not only allocates IP address but also adjusts the allocation of different kinds of numbers or key-words that are used on the Internet. Next to IANA is the RIPE NCC (Reseaux IP Europeenne Network Coordination Center) of Europe, APNIC of Asia Pacific region and InterNIC of North America. InterNIC covers other areas including South America. There are three country NICs under APNIC and they are JPNIC (Japan NIC), KRNIC (Korea NIC) and AUNIC (Australia NIC). These are the only three NIC that exist in Asia Pacific region and APNIC performs IP address allocation to all the other countries. The status of address allocation and the present condition of Gopher service (gopher://gopher.twnic.net/) was explained. o Singapore : At present, adjustments are in progress among the NSPs of Singapore through the Joint Task Force. o Japan: The inauguration of JPNIC, the fees system for 1995, status of IP address and domain name allocation, pilot project of Geographic domain name was reported. Now, JPNIC contributes the maximum of 10% of its fund/resources to APNIC. A report on the present status of APNIC David R. Conrad (APNIC Interim Directorate) gave the report of APNIC activities. Now, the IP address allocation status is as follows. As of 5/94 there were more than 300 applications and more than 1000 class C Networks have been allotted to each organization (table 1). APNIC is in charge of the address space which corresponds to the number of class C addresses (202.0.0.0〜203.255.255.255) that is equal to 2 class A addresses, and out of them 23% has already been allotted. Funding Proposal At present the APNIC activities are distributed among APNIC-WG which is a working group of JPNIC, and the working group of the countries like Korea, Australia etc. The details about the role of each NIC is as follows. o JPNIC: IP address allocation o KRNIC: Information service (www etc.) o AUNIC: Administration of the DNS of APNIC, preparation of IP address application form by HTML. However, full-time technical staff, accountant and a permanent office is necessary for the future independent activities of APNIC. This is the same for the other regional NIC of the world or NIC of each country. For that introduction of IP address allocation fees, which is not only meant for JPNIC but also for all the other countries in the world is under investigation. In case of APNIC too, there were proposal that the user should bear the necessary fees for IP address allocation. But, there are opinions that introduction of fees for IP address in respect to the countries of Asia Pacific region is still too early, and based on discussion it was decided that the charges will not be put into practice for the next six months, but instead of that organizations of each country should donate a certain amount depending on their own decision. Considering the result, the matter is to be discussed again during the 2nd meeting which is to take place after 6 months. The following three points were proposed for the administration fund (the name within the parenthesis represents the name of the organization that has made the proposal). o A donation for two years by the government of Korea (KRNIC) o All kinds of fund has to be stored in APNIC through ISOC (JPNIC) o Donation from a small number of enterprises (carrier etc.) (Hong Kong Supernet) A WG for discussing the problem related to fund is to be established and the discussion is to be continued based on mailing list. Problems that has to be investigated in future As the discussions related to fund lasted too long, the time for discussing the future problems was insufficient, and the problems has been listed up. For example, although the smallest unit of the present IP address allocation is C * 1, is it necessary to have further subdivision, method for having standard NIC handle, problems related to the allocation of class B address and AS number. The first APNIC meeting was ended successfully. The future discussions will be mainly based on electronic mail. It is hoped that during INET95 (2nd meeting) which is to be held in Honolulu, there would be more concrete discussions. There were lot of questions from a number of countries regarding the problem of fund and the operation of Geographic domain name. JPNIC is going to utilize these experiences and cooperate for the foundation of Country NICs in other regions. (Atsuko Oka, Shigeki Goto: NTT)
